The USG should actively support Open Systems standards vice proprietary standards. There may need to be some USG policy governance in place to satisfy fair treatment and satisfy public needs, but it should only support proprietary standards with significant purposeful consideration, and certainly not any proprietary, unpublished standard. Culture will be a challenge to Open Government

People are not accustomed to drafting ideas and thoughts in a completely open environment, subject to public scruntiny. Senior leadership needs to create an open environment throughout the organization to demonstrate the value of collaborative development
