Anytime a body of data is published, it should be possible for a member of the public to pull down the entire dataset in a manner that can be automated, and updated, so as to encourage the development of visualizations and mitigate the need for scraping.

The sunlight foundation has done a great job in collecting data from various govt, sources and providing a REST API. We should encourage agencies to provide data in a API format so mashups can be done that can x-link data.
